Update on State Bank of Vietnam's regulations for electronic card transactions effective January 1, 2025

In accordance with the latest official circular No. 9913/NHNN/TT, dated December 3, 2024, the State Bank of Vietnam has issued new guidelines regarding electronic card transactions, effective January 1, 2025. These guidelines are as follows: Online payment transactions and cash withdrawals at ATMs will be classified as electronic card transactions (excluding the use of physical cards to withdraw money at ATMs). However, transactions made at POS terminals are not considered electronic card transactions.

As a result, from January 1, 2025, customers who have not updated their biometric information will still be able to use their physical cards for ATM withdrawals and POS transactions. However, other electronic card transactions will be temporarily suspended, including:

  • Online card payment transactions
  • QR code-based ATM withdrawals
  • Other electronic card transactions

Vietcombank strongly recommends that customers update their biometric information promptly to ensure the safety and security of their banking transactions.

IMPORTANT NOTICE

Effective January 1, 2025, customers who have not updated their biometric information will experience the following:

  1. Temporary Suspension of Online Transactions: Customers will not be able to make online transactions (such as online money transfers, bill payments, etc.), online card payments, or QR code-based ATM withdrawals.
  2. Temporary Suspension of All Transactions: Customers who have not updated their identification documents (ID card, CCCD, passport, or visa) to replace expired ones will be temporarily suspended from making transactions across all channels (counter services, online banking, and ATMs).

We encourage all customers to update their biometric and identification information (ID card/CCCD with chip) through VCB Digibank or at the nearest Vietcombank branch.
